The author has a distinguished academic career. He did M.A (History), M.Ed. (English), M.A (English), M.A (Culture), LL.M (Constitutional Law), and completed the study of M.phil/Ph.D (Cultural Study) from T.U. Nepal. He was born on 15th January 1973 at Chakchaki-7, Jhapa. He has wide experience in the teaching profession as well as in legal research. Author Kharel has written more than 40 books on Law, Constitution, and History. Author Kharel has enriched the Nepali legal literature writing leading law academics in English and Nepali Language as well with the arduous efforts.
