A small country like ours with relatively underdeveloped production facilities and infrastructure and low levels of skills among people made it difficult to carry out tour- ism strategies which often require well- trained cadres. It is hightime now to initi- ate and implement measures to consoli- dating the diversifying needs of foreign visi- tors by consolidating existing and creating new areas with proper facilities to cater for increasing number of tourists. To make the most out of tourism, the country has to follow more vigorous, active and wide- spread planning and suitable policy to en- sure that gains from tourism development go to the most needy among the local peo- ple and not be concentrated among the few. The policy toward tourism and the degree of "control," "regulation" or "intervention" will be determined by a country's overall ap- proach to economic and social issues and the role in tackling them.
